    • Developed DTD for "Budget of the United States Government Appendix"
    • Developed XSLT conversion script to convert the XML "Budget of the United States Government Appendix" from XML back to GPO locator codes for 2002 pilot project.

  • Editor for the ebXML Business Process Specification Schema
  • Joint Venture Reinsurance - Providing consultation and DTD development for developing XML standards for their current EDIFACT messaging standard.
  • NISO Library Circulation Protocol - providing support and advice to the working group while developing messaging standards between library systems.
  • DLA - Advise DLA on XML initiatives. Support their efforts for getting vendor participation for EMALL. Currently working on BizTalk and EMALL integration.
  • U.S. House of Representatives - Conference Report, U.S. Code and Committee Report DTDs.
  • Intuit - Revised Open Financial Exchange (OFX) standard from SGML to XML. Created W2 and W9 XML DTD fragments for inclusion into the standard.
  • Rockwell Collins - Develop authoring DTD's that will provide component management of objects and automatic translation for both CALS and ATA publishing.
  • UDLP - Provided technical support to Isogen Consulting as a subcontractor in development of the Crusader IETM requirements.
  • Bonnier Lexikon, Stockholm -
    • Developed DTD for Lexikon.
    • Part of architect team for new publishing system.
    • Developed Omnimark programs for conversion of legacy data to new DTD.
    • Developed conversion and search engine (Javascript) for Ordbook (dictionary) in both XML and HTML.
  • U.S. Senate - Support contract to develop SGML authoring environment for Senate Legislative Counsel Office.

  • American Geophysical Union for Earth Interactions Scientific Journal. Earth Interactions will be the first full-implementation of a scientific journal in SGML for presentation on the WWW.
  • Participated in developing the standard for the Railroad Industry Forum (RIF) for the Electronic Parts Catalog Exchange Standard (EPCES).
  • Consulted with Bell South on implementing internal documentation on their internal network.
  • Developed DTD for F.A. Davis for the Tabers Cyclopedia (medical encyclopedia)
  • Developed three prototype DTDs for Frank Russell for proof of concept for full SGML implementation environment.

Past Employment Experience

January 1994 - July 1995
Computer Specialist, Advanced Information Systems Branch, David Taylor Model Basin, Carderock Division, Naval Surface Warfare Center, Bethesda, Md.

Designed and established the Navy CALS World Wide Web (WWW) Server. Serves as System Administrator (Webmaster) of the Navy CALS WWW Server. The WWW server provides CALS information to the Navy, as well as their contractors. It was the first SGML DTD/FOSI Repository in existance.

Was the Navy representative to the CALS Industry Steering Group, Electronic Publishing Committee (EPC). The EPC is responsible for amendments and revision to the DoD SGML specification, MIL-M-28001 for paper and electronic technical publications.

Created and taught "Overview of the Internet" course. Trained over over 120 students.

Was founding member of the NSWC,CD WWW Progress Action Team (PAT). The WWWPAT was responsible for preparing policy for use and integration of WWW technology from both management and user perspectives. The PAT developed guidance for certifying WWW servers within NSWC,CD. The bulk of the original Certification Plan was adopted by NAVSEA for certification of NAVSEA WWW Servers.


May 1992 - December 1993
Computer Specialist, Network, Communications and ADP Assessment Branch, David Taylor Model Basin, Carderock Division, Naval Surface Warfare Center, Bethesda, Md.

SGML consultant for the "Automatic Conversion of Legacy Data" research and development program.

Designed, configured and installed dual-homing FDDI (SAFENET) network. This network was used to perform network performance assessment for shipboard applications.

Authored draft "Navy Mil-M-87268 Implementation Guide" which defined the Graphical User Interface for Interactive Electronic Technical Manuals (IETMs).

Installed and configured SCO UNIX client/servers for use with a Sybase database application designed for the Aviation Maintenance Integrated Diagnostic Demonstration (AMIDD). AMIDD is the Navy's premier project for integratingIETM's and the entire maintenance facility for F18 Fighter Squadron's. Was exhibitor for the AMIDD system at 1992 CALS EXPO.

October 1984 - May 1992:
Computer Specialist, Computation, Mathematics and Logistics Department., David Taylor Model Basin, Carderock Division, Naval Surface Warfare Center, Bethesda, Md.

Provided direct user support (hardware and software) for over 3000 computer users in the Computational and Mathematics Laboratory Department (Computer Center). This included systems support on a wide platform of systems included a UNIX-based office automation system, microcomputers (MS-DOS and Macintosh), science and engineering workstations (Apollo, SGI, NEXT, etc), CRAY and VAX/VMS cluster systems. Provided communications and networking support.

Designed and implemented corporate database applications (Supply, TQL, Personnel, Statistics, etc.).

Designed and conducted user training on the use of DTMB computer resources. These training courses included: UNIX, e-mail, Internet News, Communications (TCP/IP, Modem), File Transfers for both DOS and Macintosh. (FTP, KERMIT).

Authored and published:

  • Quarterly DTMB-wide newsletter
  • Numerous Internet & professional articles.
  • System support manuals.

Focal point for gathering and disseminating information concerning computer viruses to all microcomputer users.


1981-1984:
Management Analyst, Resource Management Branch, Immigration & Naturalization Service, 4th & I Street, N.W. Washington, D.C.

Provided management with reports, advice, and recommendations on the utilization and distribution of INS manpwer. I was responsible for monitoring and controlling the Position Accounting Control System (PACS). I was responsible for recommending changes in policy relating to workforce control. Designed developed an alternative method for projecting workforce utilization.

Designed, developed and instituted system to automate the the Budget Execution and Distribution Process.

Developed, installed, operated and was SYSOP for the first Government sponsored RBBS.
